Compliance Analyst

About The Role:

This role is responsible for supporting a multi-jurisdictional compliance program across the U.S. and Canada, with a particular focus on money transmission and remittance activities. The contractor will help manage multi-state examinations, state money transmitter licence audits, bank-partner compliance reviews, and Canada MSB obligations, including FINTRAC-related documentation and ongoing reporting.

The ideal contractor brings at least three years of compliance experience in fintech, money services, payments, remittance, or banking, with direct exposure to U.S. state money transmitter licence requirements and NMLS workflows. They are comfortable managing licence maintenance tasks such as filings, renewals, amendments, reporting, and regulator communications, while working independently in a distributed team environment. Strong time management, ownership of deadlines, and the ability to coordinate effectively across internal stakeholders are essential to succeeding in this role.


Key Responsibilities:

A. U.S. MTL Compliance and NMLS Filings

  • Prepare, file, and maintain NMLS submissions and updates (e.g., MU1/MU2/MU3 where applicable), including amendments, attestations, and supporting documents.
  • Manage state reporting and recurring obligations (annual renewals, periodic reports, call reports where required, permissible investment documentation, surety bond tracking, and change notifications).
  • Track license conditions, state-specific deadlines, and regulator communications; maintain a centralized compliance calendar and evidence repository.
  • Coordinate responses to state regulator requests, examinations, and information calls (document collection, drafting responses, status tracking, and follow-through).
  • Support new state license applications and expansion readiness by compiling required policies, procedures, financials, ownership documents, and vendor materials.
  • Maintain documentation for corporate changes (addresses, control persons, ownership updates, authorized agents, vendor changes) and ensure timely state notifications through NMLS or state portals.

B. AML Program Execution and Financial Crime Support

  • Perform and/or quality-check KYC/CDD reviews and periodic refresh tasks; support EDD escalation packages for higher-risk customers as needed.
  • Support business (B2B) client onboarding (KYB): collect and review onboarding packages, validate beneficial ownership/control persons, assess business purpose and expected activity, and document risk-based approval recommendations.
  • Perform and document third-party foreign payor risk assessments (including upstream payors, partners, and funding counterparties) using a risk-based methodology covering jurisdiction/country risk, product/transaction risk, customer type, delivery channels, sanctions/PEP exposure, adverse media, and control effectiveness; maintain evidence and periodic refresh tracking.
  • Support execution of the AML compliance program: policy/procedure maintenance, risk assessment support, controls tracking, and audit-ready evidence organization.
  • Perform OFAC sanctions screening and support escalation, documentation, and resolution of potential matches in line with regulatory requirements.
  • Support transaction monitoring and investigations workflows: alert reviews, case documentation, escalation memos, and disposition rationale.
  • Support sanctions/watchlist screening processes and documentation of potential matches and resolutions.
  • Draft and maintain compliance logs (training, investigations, escalations, complaints, regulatory communications, and control testing).

C. Canada Compliance Support

  • Provide support for Canada compliance obligations as needed (e.g., FINTRAC MSB program support such as policies, training evidence, recordkeeping, and reporting workflows).
  • Support partner/bank due diligence requests related to Canada operations, including evidence packages and questionnaire responses.

D. Controls Testing, Metrics, and Continuous Improvement

  • Conduct periodic compliance monitoring/testing (sample file reviews, alert quality checks, evidence completeness) and track corrective actions to closure.
  • Maintain compliance KPIs (timeliness of filings, backlog/aging, investigation throughput, training completion) and provide weekly status updates.
  • Identify recurring issues and recommend process improvements that reduce regulator risk and operational friction.


Skills Required:

  • Experience supporting multi-state examinations, state money transmitter audits, or bank partner compliance reviews.
  • Experience supporting Canada MSB compliance programs and FINTRAC-related documentation.
  • Experience with compliance tooling (case management, screening/monitoring tools) and strong spreadsheet skills.
  • Demonstrated working knowledge of NMLS workflows and state license maintenance expectations (filings, renewals, amendments, reporting, and regulator communications).
  • Working knowledge of AML program components: KYC/CDD/EDD, transaction monitoring, investigations, sanctions screening, recordkeeping, and training.
  • Strong documentation discipline and attention to detail; able to produce audit-ready evidence and clear regulator-ready narratives.
  • Ability to work independently as a contractor, manage deadlines, and coordinate across a distributed team.


Experience & Qualifications:

  • 3+ years of compliance experience in fintech, money services, payments, remittance, or banking, with direct exposure to U.S. state MTL requirements.
  • Professional certifications: CAMS, ICA, CFE, or similar.
